Jennifer Macedonia is a leader, implementer, and bridge-builder with deep expertise on the levers of change for advancing clean energy and climate solutions across major sectors of the economy. As the former Deputy Assistant Administrator for Implementation of EPA’s Office of Air and Radiation, Macedonia built and led the organization needed to design and deliver over $10 Billion in transformative climate and air quality programs to slash pollution from transportation, electricity, industry, buildings, lands, and waste sectors. Macedonia was the leading force in awarding and fully obligating over 95% of OAR’s IRA grants by early 2025. Under her leadership, the Climate Pollution Reduction Grants expanded climate action planning to cover over 96% of the U.S. population and catalyzed impactful projects to cut emissions by nearly a billion metric tons of carbon dioxide equivalent. Her visionary leadership extended to the Clean Ports Program, Methane Emissions Reduction Program, Clean Heavy Duty Vehicles Program, Low Emissions Electricity Program, and programs to improve energy efficiency and air quality in schools and to innovate on the reclamation and destruction of potent climate pollutants. Macedonia also partnered with Treasury on clean energy incentives and marshaled EPA experts to bolster environmental integrity in rules for clean electricity and hydrogen production tax credits.

Her problem-solving experience at the nexus of policy, engineering and economics includes over a decade at the EPA where she also served as Deputy Associate Administrator for Policy and Senior Environmental Engineer. Macedonia oversaw National Environmental Policy Act reviews to integrate climate change and environmental justice considerations into major infrastructure projects from pipelines to the Postal Service’s mail truck electrification to the buildout of new electricity generation. Macedonia spearheaded EPA’s supply chain critical minerals, microelectronics, climate-smart infrastructure, and climate risk initiatives, as well as collaborated with the U.S. Chief Sustainability Officer to accelerate federal sustainability policy.

As Principal of JLM Environmental Consulting, Macedonia advised organizations at the state, federal and international level and led clean energy initiatives for the Bipartisan Policy Center. Earlier at EPA, Jennifer served as emissions trading expert on the US delegation to international climate negotiations for >4 years, after playing a key role in developing regulations and implementing the first national cap and trade program in the world.
